Michel, a Haitian immigrant, had been released from ICE custody on 27/02/2026 with an ankle monitor after being arrested by ICE on her way to an immigration hearing, following six months in Washington County Jail. She had been jailed after a September mental health crisis in Charleroi in which she was seen screaming and brandishing a knife; a judge later dismissed the charges and ordered her freed. She was left to make her way to her home in Charleroi, about 20 miles away. The Allegheny County medical examiner ruled her death a homicide by hypothermia, calling her a vulnerable adult with untreated severe mental health issues and a significant language barrier; she was wearing summer clothes at -6.6°C. She died hours later in a Pittsburgh hospital. Pittsburgh detectives are investigating. The family, represented by Joseph Murphy, plans to sue the United States and other governmental and non-governmental entities.
